Some 100 Provincial Corn Coordinators, Provincial Veterinarians, Provincial Agri-Business Coordinators and private sector representatives from the four provinces in Region 1 gathered together at the Sison Auditorium for the Corn and Livestock Stakeholders Forum cum Trade Fair held March 20-21 at the Sison Auditorium, here.

Organized by the Department of Agriculture (DA) regional office, the two-day seminar encompassed some discussions and lectures in agricultural production of corn and livestock productivity which were delivered by prominent speakers in the field of agri-industry.

“We must not be limited to agricultural production, let us enhance agricultural productivity for our stakeholders,” was the call of DA Officer-in-Charge Regional Director Valentino C. Perdido as he highlighted the potentials of corn production and livestock-raising in the region.

Saying that Region 1 produces the best quality of corn in the country, Dir. Perdido urged corn and livestock stakeholders to make their efforts co-opted to ensure the productivity of corn production and livestock industry.

Provincial Agriculturist Dalisay Moya who welcomed the delegates on behalf of Governor Amado T. Espino Jr. said the province has propelled agricultural production in the past five years and a half.

The province of Pangasinan was able to produce 1.133 million metric tons of rice in 2012 which accounts to the 65% total rice production in the region, Moya said.

Owing to the agricultural gains, DA recognized the provincial government of Pangasinan as among top 10 rice producers for 2012 during the 2ndAgri-Pinoy Rice Achievers awards, Moya said. La Union province was also included in the top 10 provinces.

“With the completion soon of the Agno River Integrated Innovation Project, the province is expected to take the lead in rice production nationwide,” Moya disclosed.

Today, Pangasinan is country’s highest rice-producing province, next to Nueva Ecija and Isabela.

For health comes first.

Apart from being the country’s top PhilHealth card sponsor for indigent families, the province of Pangasinan headed by Governor Amado T. Espino Jr., has again asserted its dedication of providing quality health care comparable with, if not better than, private hospitals as the Governor himself led the inauguration of new facilities at the Bayambang District Hospital (BDH) and at the Pangasinan Provincial Hospital (PPH) in San Carlos City on March 23, 2013.

Dr. Miguel said that he wasn’t expecting all the developments to happen that soon.

Meanwhile, PPH Chief Policarpio Manuel said that the PPH has virtually provided all the facilities that a medical institution needs in order to function at its optimum.

The BDH facilities that were formally opened include: the Administrative Building, Dietary & Laundry Bldg., Maternal and Neonatal Bldg., Out Patient Bldg., Main Hospital Bldg., Motorpool & Storage Bldg., Powerhouse & Morgue, Canteen, and Employees’ Quarters.

Before the new facilities, BDH could only cater to a maximum of 25 patients.  Now, it is a 75-bed capacity hospital.

On the other hand, the PPH can accommodate some 375 patients, a big increase from its 75-bed capacity way back in 2007. Its newly-launched structures for this year were the Maintenance Building, Out Patient Department (OPD) Waiting Area, Consultants Clinic, Medical Records & Supply Bldg., and New OPD Clinic.

Governor Espino has been inaugurating new buildings in the 14 provincial government-owned hospitals without fanfare.

Dr. Manuel said the Governor has full focus in improving all these hospitals to provide the best quality of health care, especially for the poor.  “The most impoverished person is someone who is poor who got sick,” the governor said.

Nonetheless, Espino said there are yet numerous things to be done not only in the health care system but also in other sectors.

During the inauguration ceremonies, the Governor was accompanied by Vice Governor Jose Ferdinand  Z. Calimlim Jr., Provincial Health Office (PHO) Chief Dr. Anna De Guzman, Bayambang Mayor Ricardo Camacho, Alcala Mayor Manuel Collado, and Bautista Mayor Amado T. Espino III, and the staff and personnel of the two hospitals. (PIO)

ASNA awardee Alma Quintans-Kern, guest of honor and speaker during the Agew na Pangasinan 433rd Founding Anniversary celebration commended Governor Amado T. Espino, Jr. for  bringing back the passion of every Pangasinense to love and value the rich culture and heritage of the province.

In the commemorative program held April 5 at the Capitol Plaza, Kern reminisced her childhood with fond memories of using Pangasinan dialect as their medium of communication at home while living in Manila.

Kern who is a grand-daughter of two former Pangasinan governors (Daniel Maramba and Pedro Quintans), said that her ancestors inculcated in her values of being Pangasinense that has formed the ‘core of being’ she has today.

“My ancestors slept, talked, ate and breathed Pangasinan,” she noted as she further disclosed that she was brought up and raised with a complete thought that the ‘best things’ come from Pangasinan.

Gov. Espino, on the other hand, outlined several projects and undertakings that were established under his administration geared to awaken the senses of every Pangasinense so that they become more appreciative of their culture and history.

The governor said that one of the cultural projects that was implemented last year included the production of Pangasinan Orthography, or the formal system of spelling and correct usage of Pangasinan words which was presented by Komisyon sa Wikang Filipino (KWF) Chairman Jose Laderas Santos.

Kurit Panlunggaring Literary Contest, which was launched last year, is another endeavor that was established to inspire younger generation of literary writers to embrace fully the beauty of Pangasinan dialect thru their artistic masterpieces, Espino said.

He also hailed the Pangasinan State University (PSU) for launching their very own word games thru mobile application similar to that of text twists which will soon be turned over to the provincial government for inclusion in the official website of the province.

Another breakthrough in Pangasinan arts and culture was the presentation of Pangasinan history and development book researched by the Pangasinan Historical and Cultural Commission led by Dr. Gonzalo T. Duque (the same group that helped established the foundation date of the province as commissioned by the present administration).

Gov. Espino said that from many years of dormancy, Pangasinan is now fourth best performing province in the country today as it also received six Hall of Fame awards in various categories of local governance.

He noted that all citations and honor are not only the work of the leaders but more specifically the people of Pangasinan who have cooperated and worked hand-in-hand for the progress and development of the province.

One of the highlights of the commemorative program includes the awarding of winners in the 2nd Kurit Panlunggaring Literary Contest and Balitok a Tawir Year 2 (Pangasinan Culture and Arts and Festival).

Lingayen — “We salute you for a job well done and for a life well lived. Thank you so much for dedicating you lives to nurture missions, for showing us the way and for molding your own person — that gem of a Pangasinense is a cut above the rest.”

This was said by Governor Amado T. Espino Jr. as the whole officialdom of the province paid tribute to the fourth set of ASNA awardees during the awards night and grand ball held at the Sison Auditorium last April 5.

Saying that ASNA awardees have rekindled love for our homeland and make us all proud to be Pangasinenses, Gov. Espino lauded them for successfully struggling against time and rising above the tides to perform their lifeworks.

“We thank you profusely for significantly touching the lives of your fellowmen,” Gov. Espino said as he hailed their humanitarian and life-enriching accomplishments.

The ASNA awards  is the modest way of the provincial government in recognizing Pangasinenses whose outstanding performance in various fields and initiatives had significantly placed the province of Pangasinan and Pangasinenses in the national and international map of excellence and recognition.

Vice Governor Jose Ferdinand Calimlim Jr. said for so many years, we have seen Pangasinenses with exemplary performance, but they were never acknowledged or cited.

“Today, every talent and every good action are well-recognized,” he averred.

“We should be happy that Pangasinenses are held up high with the initiative of Gov. Espino,” he added.

Provincial Administrator (PA) Rafael Baraan who gave the overview of the ASNA awards said an ASNA awardee has “a good quality of a man’s character, a defining demeanor of an outstanding Pangasinense, in the same note as an epitome of goodness and honor and a shining example of life.”

“The impressive line-up of this year’s awardees is a genuine testament to claim that Pangasinan is home of great men,” PA Baraan disclosed.

Gov. Espino led the bestowing of awards to the honorees. He was assisted by Vice Gov. Calimlim, second district Congressman Leopoldo Bataoil and Board Members Amadeo Espino and John Cristopher Arcinue.

Both  Balitok awardees, this year Sr. Mary John Mananzan, OSB (Women’s Studies and Feminist Activism) and Dr. Florangel R. Braid (Journalism and Development Communication) said “they feel proud to get the award, and that they will treasure it above else.”

Balitok award is conferred to few Pangasinenses who have touched the lives of many people with their significant contributions which transcended the national and international arena.

On the other hand, ASNA awardees Romeo C. Mananquil (Visual Arts); Dr. B. Gen. Antonio L. Tamayo (Education and Culture); and Dr. Josephine P. Arquillano (Fisheries Education) who was represented by his eldest son Pastor Arnold Arquillano, also thanked the Governor for bestowing the award to them.

Even as the five awardees expressed on their acceptance speeches their over-pouring love to the province of Pangasinan and recounted their life stories which taught them lessons to live by.

Some ASNA awardees in the past three years Rodolfo Cardozo (Sports); Santiago Villafania (Arts and Culture); Dr. Westly Rosario (Aquaculture); Alma Quintans-Kern (International Community Leadership); and Jose Datuin (Visual Arts) were also present during the awards night.

The event which gathered together provincial and municipal officials and prominent Pangasinenses including unopposed Congressional candidate of the third district Rosemarie “Baby” Arenas, marked a time to celebrate all the blessings that the province has received in the past years under the headship of Gov. Espino. (PIO/Mark Gerry Naval Oblanca)

LINGAYEN—Pangasinan becoming a water sports mecca of North Luzon as one of the advocacies of Gov. Amado T. Espino, Jr. may soon be realized with the staging of various water sports activities for the Pistay Dayat 2013 celebration.

At the KBP Forum held in Dagupan City last April 25, Dr. Ana De Guzman, chair of the Pistay Dayat executive committee said the water sports activities will surely amaze spectators and visitors with the staging of the Banca Parada with Dragon Boat Exhibition, parasailing and banana boat rides on May 1 as some of the culminating activities of the sea festival of the province.

De Guzman said that parasailing and banana boat rides are also first time activities for the Pistay Dayat celebration.

The Banca Parada with dragon boat exhibition will start at 8:30am in Barangay Bantayan in Lingayen to Bañaga Bridge in Bugallon.
